Il y a trente-six ans, le 26 juillet 1990, l’Americans with Disabilities Act (loi am\u00e9ricaine sur les personnes handicap\u00e9es) est entr\u00e9 en vigueur (ada.gov). Une grande partie de ce qu’il promettait a pris une forme physique : des rampes de trottoir l\u00e0 o\u00f9 il n’y en avait pas, des bandes d’\u00e9veil de vigilance aux coins des rues, des trottoirs et des passages con\u00e7us pour rendre accessibles \u00e0 tous les trajets du quotidien.<\/p>

Ces am\u00e9nagements sont faciles \u00e0 tenir pour acquis une fois qu’ils existent, mais l’accessibilit\u00e9 n’est pas un acte de construction ponctuel. C’est un \u00e9tat qui doit \u00eatre entretenu.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

Une rampe de trottoir conforme aux normes le jour o\u00f9 elle a \u00e9t\u00e9 coul\u00e9e peut discr\u00e8tement cesser de l’\u00eatre des ann\u00e9es plus tard. Les pentes s’affaissent. Les Centers for Disease Control and Prevention (Centres pour le contr\u00f4le et la pr\u00e9vention des maladies) estiment qu’un adulte am\u00e9ricain sur quatre vit avec un handicap (cdc.gov). Une infrastructure accessible sert bien plus de personnes que ce chiffre ne le laisse penser. Un parent avec une poussette, un livreur avec un chariot, une personne \u00e2g\u00e9e qui ne se sent plus en s\u00e9curit\u00e9 sur un trottoir sur\u00e9lev\u00e9 : tous d\u00e9pendent des m\u00eames rampes et des m\u00eames passages.<\/p>

L’accessibilit\u00e9 est l’un de ces syst\u00e8mes discrets qui d\u00e9terminent si une collectivit\u00e9 fonctionne r\u00e9ellement pour les gens qui y vivent.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

Le Titre II de l’ADA (ada.gov) demande depuis longtemps aux entit\u00e9s publiques d’\u00e9valuer leurs installations et d’\u00e9laborer des plans de transition pour les mettre en conformit\u00e9. Beaucoup de ces plans ont des dizaines d’ann\u00e9es, et de nombreux organismes s’efforcent de comprendre leur inventaire actuel avant de pouvoir hi\u00e9rarchiser les r\u00e9parations en toute confiance.<\/p>

C’est l\u00e0 que r\u00e9side le vrai travail. Pas dans l’aspiration, mais dans les d\u00e9tails concrets : savoir quelles rampes n\u00e9cessitent une intervention, \u00e0 quel point chacune est urgente, et o\u00f9 un budget limit\u00e9 peut \u00eatre le mieux affect\u00e9. Une bonne intention ne devient un plan que lorsqu’elle repose sur une image pr\u00e9cise de ce qui existe sur le terrain.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

C’est un travail qui nous tient profond\u00e9ment \u00e0 c\u0153ur chez Citylogix, avec plus de 66 000 rampes de trottoir \u00e9valu\u00e9es, et ce n’est pas fini.
