Citylogix and NIRA Dynamics Partner to Deliver Next-Generation Road Monitoring to Municipalities Across North America

Citylogix and NIRA Dynamics announce a partnership delivering continuous, IRI-based road monitoring via survey vehicles and NIRA’s connected-vehicle network, giving municipalities a fuller, more current picture of road performance alongside existing PCI data.

Today, Citylogix and NIRA Dynamics announce a partnership that significantly expands what municipalities can know about their roads.

For years, pavement management has relied on periodic surveys snapshots of road conditions taken once every few years. Those snapshots are valuable, but they tell you what a road looked like the last time someone assessed it. They don’t tell you what it looks like today, or how it’s been performing in between visits.

That’s what this partnership changes.

What Is IRI and Why Does It Matter?

IRI International Roughness Index measures the longitudinal profile of a road surface. In practical terms, it tells you how rough a road feels to travel on. Where PCI (Pavement Condition Index) identifies visible surface distresses, IRI captures how a road actually performs for drivers and vehicles. The two metrics are complementary: PCI tells you a road’s condition and points to the appropriate treatment, while IRI tells you how it rides. Together, they give municipal asset managers the most complete and actionable understanding of pavement health available

How the Partnership Works

Citylogix’s new VW survey vehicles are now equipped with NIRA’s Tire Grip Indicator (TGI), which captures IRI data on every survey pass. This means that every time a Citylogix vehicle surveys a road network, it returns not just PCI and imagery data but roughness measurements too.

Between survey cycles, where NIRA’s connected vehicles are on the road, their data feeds into the Citylogix platform. So instead of waiting for the next scheduled survey, municipalities get a fuller, fresher picture with coverage that grows as more connected vehicles travel their roads.

All of this data feeds into a rolling average. New data enriches the model alongside PCI results and historical records, and it all surfaces directly in Citylogix’s GIS-based EAM software. Municipalities can visualize IRI roughness and PCI condition data together on a single map, run scenario models, and make maintenance decisions from one centralized platform. And because the data stays current between survey cycles, asset managers head into budget season and capital planning with a more accurate, up-to-date view of the entire network, making it easier to prioritize spending, justify investment, and build multi-year capital programs. The result: pavement monitoring that becomes more accurate and more useful with every pass, every month, every season.

Because connected vehicles travel the arterial network continuously, the platform can flag new damage and rapid changes between survey cycles, helping teams catch issues sooner and direct inspections to the sites that need attention rather than re-checking the whole network.

Available to Any Municipality
